Legal Framework 

According to Decree 62/2025/ND-CP, issued on March 4, 2025, Chapter IV outlines detailed regulations on training responsibilities, training content, testing, classification, and issuing electrical safety cards for employees.

Course Development Basis

This course is developed based on the requirements and guidelines of Decree 62/2025/ND-CP issued on March 4, 2025.

Objectives

To provide electrical safety training, classification, and issuance of safety cards in full compliance with legal standards.

Target Participants

As specified in Article 23 of Decree 62/2025/ND-CP, this course applies to:

  • Personnel working directly with electricity: operation, maintenance, construction, installation, etc.

  • Managers, inspectors, and testers of electrical systems and equipment.

Classification

The training is based on:

  • Decree 62/2025/ND-CP

  • Decree 44/2016/ND-CP

Additionally, customized training is available based on company needs. Course content is tailored to help learners apply knowledge effectively after completing the program.

Course Content

As per Decree 62/2025/ND-CP, the training includes:

General Training:

  • Legal knowledge, electrical system overview, safety requirements.

  • Safety measures and accident prevention.

  • Hazard identification and first aid for electrical incidents.

  • Use, maintenance, and inspection of tools and equipment.

Specialized Training by Role:

  • Power line operators

  • Equipment/substation operators

  • Electrical installers

  • Testing and inspection personnel

  • Electrical maintenance workers

  • Meter system workers

  • Power dispatchers

Practical Training:

  • Use and inspection of safety equipment.

  • First aid and emergency response.

  • Job-specific safety procedures.

Instructors

  • Theory Instructors: University degree in relevant fields, with a minimum of 5 years’ experience in electrical safety.

  • Practical Instructors: College degree or higher, proficient in the field with at least 5 years’ experience.

Training Duration

  • Initial Training: Minimum 24 hours

  • Periodic Training (every 2 years): Minimum 8 hours

  • Retraining (position change, level change, or failed retest): Minimum 8 hours

Certificate / Safety Card

Participants who pass both theory and practical tests with scores of 80% or above will receive an Electrical Safety Card, classified into five levels:

  • Level 1/5: No direct contact with live equipment; assist work teams.

  • Level 2/5: Same as Level 1; work only in completely de-energized areas.

  • Level 3/5: Includes partially de-energized areas, low-voltage systems, high-voltage grid operations, inspection, and supervision.

  • Level 4/5: Same as Level 3; includes work with live high-voltage systems and supervision.

  • Level 5/5: Full responsibility for all assigned electrical tasks

Validity:

Electrical Safety Cards are valid for 2 years under Decree 62/2025/ND-CP.

PST Training issues official Certificates of Completion and Safety Cards to those who pass the course (score ≥ 80% in tests and practice).
