Course Definition
The Gas Business Safety Training Course equips individuals and organizations engaged in the gas business with essential knowledge and technical safety skills – from production, storage, and transportation to distribution. Its goal is to prevent accidents, ensure absolute safety in work processes, and strictly comply with legal regulations.
Scope of application:
Applicable to gas business establishments as well as organizations and individuals involved in gas-related activities across Vietnam.

Legal foundation of the Gas Business Safety Training Course:

Decree No. 87/2018/NĐ-CP dated June 15, 2018 of the Government on gas business.

Circular No. 53/2018/TT-BCT dated December 25, 2018 of the Ministry of Industry and Trade prescribing the program and content of technical safety training for gas business activities.
From practical needs:
The gas business entails risks of fire, explosion, and leakage that threaten lives and property. Operators and managers must undergo in-depth training to recognize risks, implement preventive measures, and respond promptly.

Course Objectives

Target Audience
As per Article 3 of Circular 53/2018/TT-BCT:

Group 1: Facility leaders, department heads, managers, and deputy managers responsible for safety.

Group 2: Full-time/part-time safety officers and safety supervisors.

Group 3: Workers directly operating, maintaining, repairing, storing, handling, and transporting gas.
If trainees fall under the category of hazardous industrial goods transportation, relevant safety training regulations will apply.
Entry requirements: No specific requirements – based on job title and responsibilities.

Training Content
According to Article 4 and Annexes I, II, III of Circular 53/2018/TT-BCT:

Annex I – Gas business establishments (excluding LPG shops & LPG cylinder production/repair):
Related legislation; hazard identification; standards and codes; distances, installation, operation of tanks, pipelines, grounding; preventive measures; first aid; content tailored for target groups. -
Annex II – LPG shops:
Legal knowledge; hazardous properties of LPG; standards and codes; design safety, fire protection; loading/unloading, storage, display, transportation, installation; cylinder inspection; first aid; content tailored for managers and staff. -
Annex III – LPG cylinder manufacturing and repair facilities:
Regulations; hazardous factors; safety rules and inspection; standards and codes; incident response; rescue; inspection and maintenance of safety equipment.
Trainers
Gas Business Safety Trainers fully meet legal and professional requirements: relevant qualifications, safety training certificates, and extensive experience in the gas business. Training combines standard knowledge with real-life case studies, ensuring learners understand theory and can apply it immediately.
Training Duration
Initial training:

Group 1: ≥ 12 hours (including assessment)

Group 2: ≥ 16 hours (including assessment)

Group 3: ≥ 16 hours (including assessment)
Periodic training: ½ of initial training duration.
Refresher training: Same as initial training when job position, technology, or work conditions change; after ≥ 6 months of absence; or after failing assessments.
Certificate

Certificate of completion issued according to the template in Circular 53/2018/TT-BCT.

Reissued in case of loss, damage, change of information, or after reassessment if necessary.
Validity: In accordance with current legal regulations.
Renewal: Upon completion of periodic training.
