Definition
The Port Facility Security Course is designed to equip participants with essential professional knowledge and practical skills to identify, prevent, and respond to security risks in maritime operations.
This is an internationally standardized training program, fully aligned with the International Ship and Port Facility Security (ISPS) Code and the amendments of the SOLAS Convention (Safety of Life at Sea).

Basis for Course Development
The content of the Port Facility Security Course is developed based on:

The ISPS Code – international regulations on ship and port facility security.

The SOLAS Convention 1974 and its amendments – the highest international standards for the safety of human life at sea.

Vietnam’s Port Security Regulations (2009) and related domestic legal documents.
-
Practical experience in implementing security measures at seaports, oil & gas ports, container terminals, and logistics areas.
Course Objectives
Upon completion of the Port Facility Security Course, participants will be able to:

Understand and apply the ISPS Code, SOLAS amendments, and Vietnam’s port security regulations.

Understand and implement PFSA (Port Facility Security Assessment) and PFSP (Port Facility Security Plan).
-
Assess and handle security situations, identify terrorist threats, and manage safety risks in maritime operations (onboard ships and at ports/terminals).

Port Facility Security Training Content
1. Port Facility Security Officer (PFSO)
PFSOs must be trained in part or all of the following contents:

Security management; relevant laws and conventions.
-
Ship–port security assessment and inspection.
-
Identification of threats, suspicious behavior, and sabotage technologies.
-
Skills in handling sensitive information and organizing training activities.
-
Operation and maintenance of security systems and equipment.
-
Practical exercises: assessments, searches, drills, and evaluation of training effectiveness.
2. Port Personnel with Security Duties
Personnel assigned security responsibilities must be trained in:

Identification of threats and dangerous objects.
-
Crowd management and use of security equipment.
-
Security communication; screening of people, cargo, and baggage.
-
Security levels, threat identification, and sabotage technologies.
-
Recognition of suspicious behavior in accordance with the PFSP (Port Facility Security Plan).
3. Drills & Exercises
Objective:
To ensure operational competence and identify security vulnerabilities.
Frequency:
-
Internal drills: at least once every 3 months.
-
Joint drills (with vessels/companies/state authorities): at least once per year, with intervals not exceeding 18 months.
Drill content:
Testing communication systems, coordinated response, and specific security scenarios.
Certification
The Port Facility Security Certificate is issued in accordance with Circular No. 03/2024/TT-BGTVT and is valid for 5 years.
