Overview of the Occupational Safety and Health Trainer Course
The Occupational Safety Trainer Program 2025 is designed based on Circular 31/2018/TT-BLĐTBXH, ensuring that all essential content for trainers is fully covered. This course focuses on the following key areas:
- Legal Knowledge: The legal framework for occupational safety and hygiene.
- Technical Expertise: Hazard identification, risk assessment, and control measures in the workplace.
- Teaching Skills: Lesson planning, effective presentation methods, and classroom management.

Who Should Attend the 2025 Occupational Safety Trainer Course?
According to Decree 44/2016/NĐ-CP, amended by Decree 140/2018/NĐ-CP, eligible participants must meet the following criteria:
Trainers of Legal Framework on Occupational Safety and Health
- University degree or higher and at least 3 years of experience in OSH.
- College diploma with at least 4 years of relevant experience.
Trainers of OSH Practices
- University degree with minimum 3 years of experience in safety.
- College diploma with minimum 4 years of safety-related work.
- Minimum 5 years of direct experience in OSH within an enterprise.
Trainers of Specialized Theory
- A University/College degree relevant to the training subject and 3–4 years of professional experience.
Course Content and Duration – 2025 OSH Trainer Training
For First-Time Participants
As per Article 22 of Decree 44/2016/NĐ-CP, the program includes:
- OSH legal framework.
- Risk factors and control measures in the workplace.
- Training skills: lesson planning, teaching methodology, and training tools.
Duration: 48 hours (excluding assessment time)
Program: Based on Appendix I – Circular 31/2018/TT-BLĐTBXH
For Periodic Renewal (Every 5 Years)
- Duration: Minimum 8 hours.
- Content includes updates on OSH knowledge, technology, and policies.
- Participants who have previously completed the course may be exempted from some content per Decree 140/2018/NĐ-CP.
